DESCRIPTION:The US-ASEAN Business Council is please to invite you to a briefing with Jonathan McHale\, lead negotiator for telecommunications and electronic commerce issues in the Trans-Pacific Partnership (TPP) agreement. He will help bring your issues to the Vietnamese government to make sure new legislation complies with the TPP\, not just by letter but by spirit as well. Topics of the discussion will include: OTT services\, cybersecurity\, encryption and online advertising.\n\n\n\nBio\n\nJonathan McHale\, Deputy Assistant U.S. Trade Representative for Telecommunications and Electronic Commerce Policy\n\n\n\nResponsible for telecommunications and electronic commerce trade policy at USTR since 1997\, including policy development\, negotiation\, enforcement and dispute settlement. Specific responsibilities include:\n\n  Lead negotiator for telecommunications and electronic commerce issues in the Trans- Pacific Partnership FTA\n\n  Lead negotiator for ICT Trade Principles\, concluded so far with the EU and Japan\n\n  Implementation of the WTO Basic Telecommunications Agreement\, focusing on the EU\, Mexico\, Japan\, and Korea and China\, including annual review of compliance\;\n\n  Implementation of telecommunications and electronic commerce chapters in FTAs with Singapore\, Australia\, Morocco\, Bahrain\, and Korea\;\n\n  Formulating policy on trade-related aspects of electronic commerce\, in WTO and regional organization\;\n\n  Bilateral negotiating on telecommunication deregulation issues with Japan\;\n\n  Developing negotiating goals for the telecommunications sector for ongoing WTO services negotiations.\n\n  Implementation of APEC telecommunications Mutual Recognition Arrangements\; and\n\n  Implementation of NAFTA telecommunications standards provisions. Prior to joining USTR he was an economic officer in the Department of State\, serving in Tokyo\, Washington D.C. and Paris. He has a B.A. from Brown University and an M.A. in international relations from Columbia University
